What is the Strengthen Kentucky Homes Program?
The Strengthen Kentucky Homes Program (SKH) is a Kentucky initiative designed to help mitigate eligible, owner-occupied homes to better resist wind and hail events by using IBHS FORTIFIED™ construction standards. Eligible applicants may receive grant funding (subject to availability) and must follow program procedures and documentation requirements.

In general, SKH eligibility focuses on Kentucky residents applying for mitigation of an insurable, owner-occupied primary residence. The evaluator confirms whether the home is eligible for mitigation based on program questions and IBHS standards.

Eligible property types
Single-family home, duplex, or qualifying townhome. Modular homes may be eligible; condos/mobile homes are excluded.
Permits + code compliance
Homeowner must secure required permits and comply with local building codes and inspections.

Apply on the SKH portal
Submit your online application at skh.doi.ky.gov. Once completed, you will be prompted to select an approved evaluator.

Select your evaluator + qualifying inspection
We inspect to determine eligibility and identify improvements needed for IBHS roof eligibility, then submit required findings through the portal.

Grant approval notification
The Department reviews applications for completeness and eligibility, approves based on order received within each region, subject to funds.

Request bids + choose a contractor
Select contractors from the SKH contractor list and request bids. Do not start work before approval—starting early can jeopardize funding.

Construction + documentation milestones
We coordinate with your contractor so required photos and documentation are captured during tear-off, dry-in, and completion.

Final evaluation + certificate issued
After work is complete, we confirm compliance and support certificate issuance. Program payment steps depend on required forms and certificate status.

Pricing for Grant + FORTIFIED™ Evaluation Support
Start with a qualifying inspection. If you qualify and move forward with a contractor, we handle the documentation, grant paperwork support, and the FORTIFIED™ application workflow through certificate completion.

Most projects follow the two-step structure: qualifying inspection first, then completion support when the roof work is finished.
$650 total (Step 1 $200 + Step 2 $450)
The $200 qualifying inspection is fully refundable if you do not qualify.
Step 2 is billed at completion after you are approved and have chosen a contractor.
